Plastering and skim coating is the layer that settles that, and it is the last chance to settle it cheaply.

What is the difference between plastering and skim coating?
Plastering builds the surface — it is the thick layer that takes a rough or new wall and makes it flat and solid. Skim coating is the thin finishing layer over the top, usually two or three millimetres, and it is what leaves a surface smooth enough to paint. A new blockwork wall needs both. An existing wall that is sound but marked usually needs only the skim.

Is skim coat needed before painting?
Not on every wall. If the existing surface is flat and sound, a repaint is a repaint. If the wall has patch outlines, hollow spots, filled holes or an uneven surface, paint will show every one of them — that is when a skim coat cement finish is what actually fixes the look, not another coat of paint.

A sound wall needing one skim and a wall that has to be hacked back and rebuilt are not the same job.
